"Russia has not complied with a single provision of the Minsk agreements. It is necessary to expand the format to "Normandy plus Budapest", to invite Russia to sign a multilateral international legal agreement on the restoration of Ukraine's sovereignty, territorial integrity and security. Unambiguous and without any additional interpretations," Arseniy Yatsenyuk, Chairman of the Kyiv Security Forum, Prime Minister of Ukraine in 2014-16 stated during the KSF online discussion on June 12.
"We are afraid that if we just say one bad word about Minsk, all this shaky construction will fall apart tomorrow, and Russia will start aggressive actions. No need to be afraid. We must tell the truth," he said.
In his opinion, the participants of the Normandy format should conduct an international audit of the implementation of Minsk agreements. "Both our partners Germany and France and Ukraine must state that Russia has not complied with a single provision of the Minsk agreements. Thus, to put an end to the implementation of Minsk," - said Arseniy Yatsenyuk.
The next step is to offer Russia to expand the format to "Normandy plus Budapest". "I now understand that the American people and the American administration are preoccupied with both internal problems and elections, but the elections will pass, and after that we need Germany, France, the United States, Britain and Ukraine to be present in the Normandy-Budapest format."
Thirdly, the five countries, which were participants in both the Budapest Memorandum and the Normandy format, should offer Russia to sign a multilateral international agreement to restore sovereignty, territorial integrity and ensure security guarantees to Ukraine. "Without ambiguous interpretations. Without Russia playing: we are holding elections under Russian guns or under Russian rifles. It should be unambiguous, without any additional interpretations, international law agreement," he emphasized.
"If Russia refuses to sign such a clear agreement, then our Western partners, together with Ukraine, place all the responsibility on Russia and further only increase the sanctions and political pressure on the Russian Federation. That's what I would do, " Chairman of the KSF summarized.
