In Asia something like NATO Strategic Communications Center of Excellence (or the NATO StratCom COE) should be created to counteract disinformation, propaganda and hybrid threats collectively.
Such a statement was given by the Head of the Center of Excellency for National Security (Singapore) Shashi Jayakumar during the 11th Kyiv Security Forum in Kyiv.
"There is a Center of Excellence in Riga that is highly valued in the world. The problem is that in Asia, especially in Southeast Asia, nothing like that exists. And if such a Center of Excellence would be established in the future (it might be call differently, not like the NATO Center of Excellence), it would be very useful as a kind of mechanism for exchanging experience in our region," Shashi Jayakumar said.
According to him, there are different approaches in the West and the East, and different attention is given to issues of information security and propaganda. Cooperation between countries in these matters is important.
"In fact, it is impossible to limit the impact operations. It is a shame, but this should not stop us from trying to overcome these problems ... Countries can unite on common platforms and determine what is good governance. And it would be useful both in terms of cybersecurity and hybrid warfare," the expert said.
He added that Singapore is trying to work in this regard, the country has series of memorandums with a number of countries, but that is not enough.
S.Jayakumar noted that the representatives of Ukraine, which have considerable experience in the field of countering Russian disinformation, also provide their help to Singapore in this regard: "Some of them are amazing, they are full of patriotism and this is what we have to adopt in Asia."

The annual international event Kyiv Security Forum was launched by the Arseniy Yatsenyuk Foundation Open Ukraine in 2007 as a platform for high-level discussions on the current issues in Europe and the Black Sea region.
