
Lamberto ZANNIER
Amb. Zannier holds Doctorate in Law (thesis in International Law), University of Trieste.
Since July 2011 Lamberto Zannier is OSCE Secretary General.
During 2008 — 2011 he was UN Under Secretary-General. Special Representative of the Secretary General of the United Nations for UNMIK, Kosovo.
In 2006 — 2008 Amb. Zannier was Coordinator for CFSP And ESDP (now CSDP), i.a. dealing with EU foreign policy issues and with Italy’s participation in EU operations, both civilian and military, Italian Ministry of Foreign Affairs.
In 2002 — 2006 Mr. Zannier was Ambassador, seconded to the OSCE as Director of the Conflict Prevention Centre (CPC).
Between 2000 — 2002 Amb. Zannier obtained position of Permanent Representative of Italy in the Executive Council of the Organization for the Prohibition of Chemical Weapons, The Hague, also DCM at the Italian Embassy, in charge of the political section and of legal issues.
In the years 1997 — 2000 he chaired the Negotiations on the Adaption of the treaty on Conventional Armed Forces in Europe (CFE) until the signature by OSCE Heads of State and Government at the Istanbul Summit in November 1999.
In 1991 — 1997 Mr.Zannier seconded to NATO as Head, Disarmament, Arms Control and Cooperative Security Section, Political Affairs Division (D1).
During 1987 — 1991 he was Foreign Ministry in Rome (Political Affairs Division — dealing with security policy issues; subsequently, Head of the Coordination Unit in the Office of the Secretary General).
Between 1982 — 1987 Mr. Zannier worked in Italian Embassy, Vienna (Political Office, dealing with UN and disarmament issues).
In May 1978 he Joined Italian Foreign Ministry, Multilateral Economic Cooperation issues, and in November 1979, posted to Abu Dhabi (UEA).
In 1976 — 1978 Mr. Zannier served with FAO in Rome (Legal Office, Legislation Branch).
Publications:
Author of various articles and publications on political issues, arms control, peacekeeping and security co-operation, and co-author of a book on the cooperative approach to security.
Former member of the Board of Trustees of the OSCE Academy in Bishkek, the Advisory Board of the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and the EU ISS Board of Directors.
