Arkady MOSHES

Director, Research Programme on EU’s Eastern Neighborhood and Russia, the Finnish Institute of International Affairs

In 1983-88 Mr. Moshes graduated from Moscow State University, History Department.

Ph.D thesis of Mr. Moshes was on British foreign and defence policy in 1980s prepared in the Institute of Europe, Academy of Sciences of the USSR; defended in 1992.

In 1992 Arkady Moshes was researcher at the Institute of Europe (Section of Military- Political Studies, European Policy Department), and in 1996 – Head, Section for European Security and Arms Control, IoE. In 1999 Mr. Moshes obtained the position of Head, Section for Security of the CEE and the Baltic Sea Region, IoE, and in 2002 he was Senior Researcher and Director, Russia and EU Programme, Finnish Institute of International Affairs (FIIA). In 2007 Mr. Moshes was Director, Russia in the Regional and Global Context Research Programme, FIIA and since 2008 – Associate Fellow of the Russia and Eurasia Programme at the Chatham House. Since 2011 Arkady Moshes is Director of Research Programme on EU’s Eastern Neighbourhood and Russia, FIIA.

Research areas of Mr. Moshes: Russian-European relations, Russia’s policy towards the Western CIS and Baltic states, Internal and foreign policy of Ukraine and Belarus.
