
Frank UMBACH
Dr. Frank Umbach is Associate Director of the European Centre for Energy and Resource Security (EUCERS), Department of War Studies, King‘s College London; Senior Associate and Head of the Programme “International Energy Security” at the Centre for European Security Strategies (CESS) GmbH, Munich-Berlin & Non Resident Senior Fellow at the Atlantic Council of the United States, Washington D.C. He’s an expert on energy, foreign and security policies (incl. cyber security of critical infrastructures) with a regional exper-tise of Russia, the Caspian Region, Asia-Pacific (i.e. China and Japan) and Europe/Transatlantic. Previously, he was head of the programmes „International Energy Security“ and „Security Policies in Asia-Pacific” at the German Council on Foreign Rela-tions (DGAP) in Bonn and Berlin (1996-2008), and worked before at the Federal Institute for East European and International Studies (BIOst) in Cologne, in the office of the NATO-General Secretary in Brussels, and the Japan Institute for International Affairs in Tokyo. Consultancy work and testimonies for the German Ministries of Foreign Affairs and Defence Policies; European Commission and European Parliament, US-State Department, US Energy Department, U.S.-China Economic and Security Review Commission (US-Congress), the Lithuanian Government, the Polish Foreign Ministry, the House of Lords (British Parliament), NATO and the OSCE. He studied Political Science, East European History and European/International Law at the Universities of Marburg and Bonn. Mr. Umbach is an author of more than 300 publications in 25 countries; as a contract author, he publishes regularly for the “Geopolitical Information Service” (GIS - www.geopolitical-info.com) since 2011.
